Radioactive solid wastes generated by Fukushima Daiichi Nuclear Power Station disaster may contain high levels of salt from the tsunami and seawater deliberately released into the area. It is assumed that polyvinyl chloride (PVC) products may be used for decommissioning work and for containment of radioactive wastes in the future. Among the method of handling them, incineration is one method that needs to be investigated as it is good method for reduction and stabilization of wastes. But in order to dispose of Trans-Uranic (TRU) solid waste containing chlorides, it is necessary to select the structure and materials of the facility based on the information such as the movement of nuclides and chlorides in the waste gas treating system and the corrosion of equipment due to chlorides. Therefore, we decided to get various data necessary to design a study of the incineration facilities. And we decided to examine the transfer behavior of chlorides to the waste gas treatment system, the corrosion-resistance of materials in the incineration facilities, and the distribution survey of plutonium in them obtained using the Plutonium-contaminated Waste Treatment Facility (PWTF), Nuclear Fuel Cycle Engineering Laboratories, which is a unique incinerating facility in Japan. This report describes the transfer behavior of chlorides in the waste gas treatment system, the evaluation of corrosion-resistance materials and the distribution survey of plutonium in the incineration facilities obtained by these tests using the Plutonium-contaminated Waste Treatment Facility, Nuclear Fuel Cycle Engineering Laboratories.

Japan Atomic Energy Agency (JAEA) has released FEMAXI-8 in 2019 as the latest version of the fuel performance code FEMAXI, which has been developed to analyze thermal and mechanical behaviors of a single fuel rod in mainly normal operation conditions and anticipated transient conditions. This report summarizes a newly developed model to analyze intragranular fission gas behaviors considering size distribution of gas bubbles and their dynamics. While the intragranular fission gas behavior models implemented in the previous FEMAXI versions have supported only treating single bubble size for a given fuel element, the new model supports multiple gas groups according to their size and treats their dynamic behaviors, making the code more versatile. The model was first implemented as a general module that takes arbitrary number of bubble groups and spatial mesh division for a given fuel grain system. An interface module to connect the model to FEMAXI-8 was then developed so that it works as a 2 bubble groups model, which is the minimum configuration of the multi-grouped model to be operated with FEMAXI-8 at the minimum calculation cost. FEMAXI-8 with the new intragranular model was subjected to a systematic validation calculation against 144 irradiation test cases and recommended values for model parameters were determined so that the code makes reasonable predictions in terms of fuel center temperature, fission gas release, etc. under steady-state and power ramp conditions.

As a general overview of the research and development of a High Temperature Gas-cooled Reactor (HTGR) in JAEA, this book describes the achievements by the High Temperature Engineering Test Reactor (HTTR) on the designs, key component technologies such as fuel, reactor internals, high temperature components, etc., and operational experience such as rise-to-power tests, high temperature operation at 950C, safety demonstration tests, etc. In addition, based on the knowledge of the HTTR, the development of designs and component technologies such as high performance fuel, helium gas turbine and hydrogen production by IS process for commercial HTGRs are described. These results are very useful for the future development of HTGRs. This book is published as one of a series of technical books on fossil fuel and nuclear energy systems by the Power Energy Systems Division of the Japan Society of Mechanical Engineers.

Direct disposal of spent nuclear fuel (SNF) in deep underground repositories (hereafter "direct disposal") is a concept that disposal canisters stored fuel assemblies dispose without reprocessing. Behavior of radionuclide release from SNF must be different from that from vitrified glass. The present study established a methodology on determination of instant release fraction (IRF) of radionuclides from SNF, which is the one of the parameters on radionuclide release based on the latest safety assessment reports in other countries, especially for IRF values proportional to a fission gas release ratio (FGR). Recommended and maximum values of FGR have been estimated using the fuel performance code FEMAXI-7 after collecting FGR values on Japanese SNFs. Furthermore, recommended and maximum values of IRF for Japanese SNFs used in a pressurized water reactor (PWR) have been estimated using the presently obtained FGR values and experimentally obtained IRF values on foreign SNFs. The recommended and maximum IRF values obtained in the present study have been compared with those of the latest safety assessment reports in other countries.

Concept of Pu-burner high temperature gas-cooled reactor (HTGR) was proposed for purpose of more safely reducing amount of recovered Pu. In Pu-burner HTGR concept, coated fuel particle (CFP), with ZrC coated yttria stabilized zirconia (YSZ) containing PuO (PuO-YSZ) small particle and with tri-structural isotropic (TRISO) coating, is employed for very high burn-up and high nuclear proliferation resistance. ZrC layer is oxygen getter. On the other hand, we have developed Code-B-2.5.2 for prediction of pressure vessel failure probabilities of SiC-tri-isotropic (TRISO) coated fuel particles for HTGRs under operation by modification of an existing code, Code-B-2. The main purpose of modification is preparation of applying code for CFPs of Pu-burner HTGR. In this report, basic formulae are described.

HTFP is a calculation code for amount of additionally released fission product (FP) from fuel rods of pin-in-type according to transient of core temperature at the accident of high temperature gas-cooled reactors (HTGRs). This code analyzes FP release inventory from core according to the transient of core temperature at the accident as an input data and considering FP release rate from a fuel compact and a graphite sleeve and radioactive decay of FP. This report describes the outline of HTFP code and its input data. The computed solutions using the HTFP code were compared to those of HTCORE code, which was used for the design of the High Temperature Engineering Test Reactor (HTTR) to validate the analysis models of the HTFP code. The comparison of HTFP code results with HTCORE code results showed the good agreement.

A capsule irradiation test with the high temperature gas-cooled reactor (HTGR) fuel is being carried out using WWR-K research reactor in the Institute of Nuclear Physics of the Republic of Kazakhstan (INP) to attain 100 GWd/t-U of burnup under normal operating condition of a practical small-sized HTGR. This is the first HTGR fuel irradiation test for INP in Kazakhstan collaborated with Japan Atomic Energy Agency (JAEA) in frame of International Science and Technology Center (ISTC) project. In the test, TRISO coated fuel particle with low-enriched UO (less than 10% of U) is used, which was newly designed by JAEA to extend burnup up to 100 GWd/t-U comparing with that of the HTTR (33 GWd/t-U). Both TRISO and fuel compact as the irradiation test specimen were fabricated in basis of the HTTR fuel technology by Nuclear Fuel Industries, Ltd. in Japan. A helium-gas-swept capsule and a swept-gas sampling device installed in WWR-K were designed and constructed by INP. The irradiation test has been started in October 2012 and will be completed up to the end of February 2015. The irradiation test is in the progress up to 69 GWd/t of burnup, and integrity of new TRISO fuel has been confirmed. In addition, as predicted by the fuel design, fission gas release was observed due to additional failure of as-fabricated SiC-defective fuel.

Source term data for estimating release behavior of radioactive nuclides is necessary to evaluate synthetic safety of nuclear fuel cycle facility under accident conditions, such as fire and criticality. In JAERI, the data has been obtained by performing some demonstration tests. In this paper, the data for the criticality accident in fuel solution obtained from the TRACY experiment, will be mainly reviewed. At 4.5 h after the transient criticality, the release ratio of the iodine were about 0.2% for re-insertion of transient rod at just after transient criticality and about 0.9% for not re-insertion. Similarly the release coefficient and release ratio for Xe were estimated. It was proved that the release ratio of Xe-141 from the solution was over 90% in case that the inverse period was over about 100 (1/s). Furthermore, outline of the study on the fire accident as future plan will be also mentioned.

The Very-High-Temperature Reactor (VHTR) is one of the strong candidates for the Generation IV Nuclear Energy System. JAERI has developed Zirconium carbide (ZrC)-coated fuel particle and ZrC coating layer is expected to maintain its intactness under higher temperature and burn-up comparing conventional SiC-coating layer. JAERI carries out (1) ZrC-coating process development by large-scale coater, (2) inspection method development and (3) irradiation test and post irradiation experiment of ZrC coated particles. Also, JAERI carries out reactivity insertion tests to clarify the coating failure mechanism and tries to increase allowable temperature limit in case of reactivity insertion accident. Furthermore, JAERI develops non-destructive evaluation methods for mechanical properties of graphite components by ultrasonic testing and micro-indentation technique. This report describes these research and development plan and results of FY 2004 as a MEXT contact research.

After the pulse irradiation, optical microscopy (OM) and scanning electron microscopy (SEM) observations and electron probe micro analysis (EPMA) were conducted for the test rod as a part of destructive tests. Fission gas release behavior during pulse irradiation was investigated by EPMA and puncture test. Xeon depression was observed in the fuel pellet after pulse irradiation at periphery and center region. It is considered that fission gas was mainly released from the pellet center region during pulse irradiation. The amount of xenon release during pulse irradiation was estimated to be 10-12% from the EPMA results and this estimated value was comparable with the puncture test result. Comparing the estimated value with other results of out-of-pile annealing tests, it was concluded that most fission gas, which was accumulated at grain boundary during base irradiation, was released from the center region of test fuel pellet during pulse irradiation.
